No significant fiscal implication to units of local government is anticipated. Although a county would be authorized to establish a claim and lien against the estate of an indigent person who has received medical assistance from the county, the county would not be able to enforce a claim or lien if the person has a surviving spouse, dependent, or a surviving child with a disability.
