The bill would allow the Texas Parks and Wildlife Department to reduce or waive the fishing license fee for a resident who has a mental impairment that substantially limits one or more of the major life activities of the individual. The bill's provisions would not significantly affect fishing license revenues. No fiscal implication to units of local government is anticipated.
