In response to your request for a Fiscal Note on HB1532 ( Relating 
to refusing to register a vehicle for or suspending the driver's 
license of a person who owes a fine, fee, or tax to certain 
counties.) this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by HB1532-As Introduced
         
No significant fiscal implication to the State is anticipated.
         

         
 
          
This bill would allow a county tax assessor-collector (CTAC) 
and the Texas Department of Transportation (TxDOT) to refuse 
to register a vehicle if the CTAC or TxDOT receives
information 
that the owner of the vehicle owes the county money for a fine, 
fee or tax that is past due.  This bill would also allow the 
Texas Department of Public Safety (DPS) to revoke a driver's 
license or prohibit a person from obtaining a driver's license 
when DPS is notified that the person owes the county for a fine, 
fee or tax that is past due.  The bill would allow the county 
to contract with both TxDOT and DPS to provide them with the 
information necessary to make a determination.  The county would 
also be allowed to set an additional fee to reimburse expenses 
for providing services under the contract.  This would only 
apply to a county with a population of 2.8 million or more.

Assuming 
that most persons owing taxes, fines, or fees past due would 
choose to make payments necessary to avoid license revocation 
or refusal of vehicle registration, it is not anticipated that 
the number of license revocation requests would be sufficient 
to cause a significant increase in the workload of DPS or TxDOT.

Because 
the bill would not have statewide impact on units of local government 
of the same type or class, no comment from this office is required 
by the rules of the house as to its probable fiscal implication 
to units of local government.
