LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 23, 1997 TO: Honorable Warren Chisum, Chair IN RE: House Bill No. 1582, Committee Report 1st House, Substituted Committee on Environmental Regulation By: Hirschi House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1582 ( Relating to permit and notice requirements for applicators of aquatic pesticides in certain bodies of water.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1582-Committee Report 1st House, Substituted No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The Texas Department of Agriculture estimates its net fiscal impact at $0, since the bill would allow a fee to be charged to cover costs incurred. Texas Parks and Wildlife Department has indicated that the bill will not impose enough additional responsibilities on the department to create a significant fiscal impact. The Texas Natural Resource Conservation Commission states that provisions of the bill requiring the commission to rule on possible contamination of drinking water sources by proposed pesticide applications would increase costs. The commission estimates the bill's provisions would require two new FTEs; the positions would be Environmental Quality Specialists, and the annual cost of salaries and benefits would exceed $100,000.
