LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 23, 1997 TO: Honorable Harvey Hilderbran, Chair IN RE: House Bill No. 1596 Committee on Human Services By: Hochberg House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1596 ( Relating to unlicensed personal care facilities.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1596-As Introduced No fiscal implication to the State is anticipated. No significant fiscal implication to units of local government is anticipated. The bill would allow municipalities to prohibit the establishment or operation of unlicensed personal care facilities. It would also allow municipalities to establish a procedure for the emergency closure of an unlicensed personal care facility when there is an immediate threat to the health and safety of a resident. There could be some additional costs for municipalities that choose to implement these provisions but these costs could probably be absorbed.
