LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 31, 1997 TO: Honorable Rene Oliveira, Chair IN RE: House Bill No. 1639 Committee on Economic Development By: Raymond House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1639 ( Relating to the creation and operation of the Texans Work program and the establishment of the Texas employment and training account.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1639-As Introduced No significant fiscal implication to the State is anticipated. The bill would implement Texas Performance Review (TPR) recommendation WF5 in Disturbing the Peace: The Challenge of Change in Texas Government. The bill would establish a new, dedicated Texas Employment and Training Account within the General Revenue Fund 0001, to be used only for the payment of training stipends and for other authorized training activities. The account would be composed of employer contributions and state matching funds obtained through the block grant received by the state under the JOBS training program. It is assumed that the cost of implementation would be borne by existing personnel and resources at the Texas Workforce Commission and the Department of Human Services.
