In response to your request for a Fiscal Note on HB1726 ( Relating 
to an integrated pest management program at an institution of 
higher education.) this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by HB1726-As Introduced   FN Revision 1
         

Implementing the provisions of the bill would result in a 
net negative impact of $(238,948) to General Revenue Related 
Funds through the biennium ending August 31, 1999.
         


         
 
Fiscal Analysis
 
This bill would amend Section 4J, Texas Structural Pest Control 
Act (Article 135b-6, Vernon's Texas Civil Statutes), by amending 
Subsection (d) and adding Subsection (f) that would require 
the board to establish standards for an integrated pest management 
program (IPM) for public institutions of higher education.

This 
bill would take effect September 1, 1997.
 
Methodolgy
 
The Structural Pest Control Board estimates that it would require 
two additional investigators to travel to the over 86 institutions 
of higher education to implement and monitor the IPM programs, 
as well as one additional administrative support staff position. 
 

 The agency estimates for the cost of implementing this 
program are based on their experience in implementing IPM programs 
for secondary education. 
The probable fiscal implications of implementing the provisions 
of the bill during each of the first five years following passage 
are estimated as follows:
