"Pete" Laney IN RE: House Bill No. 1856, As Passed 2nd House Speaker of the House Telford House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1856 ( relating to the continuation and functions of the Commission on Law Enforcement Officer Standards and Education and to commissioned retired Texas Rangers, special rangers, and special Department of Public Safety officers.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1856-As Passed 2nd House No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis of an appropriation of funds to implement the provisions of the bill. Fiscal Analysis The bill would continue the agency for 12 years, setting the date for the next Sunset review as September 1, 2009. In addition, the bill would require the agency to develop a risk and performance-based inspection schedule for peace officer training academies. Methodology The Texas Commission on Law Enforcement Officer Standards and Education is subject to provisions of the Texas Sunset Act, and unless continued by the 75th Legislature, will be abolished September 1, 1997. Funding for the agency is included in the General Appropriations Act, as introduced, and is contingent upon passage of HB 1856 or similar legislation. The appropriations would be financed from funds from a general revenue dedicated fund - the Law Enforcement Officer Standards and Education Account, receipts, and interagency contracts and would provide $7,599,562 and 39 employees in fiscal year 1998 and $7,599,562 and 39 employees in fiscal year 1999. No significant fiscal implication to units of local government is anticipated.
