LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session May 9, 1997 TO: Honorable Harvey Hilderbran, Chair IN RE: House Bill No. 1914, Committee Report 1st House, Substituted Committee on Human Services By: Wise House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1914 ( Relating to the powers and duties of the Children's Trust Fund of Texas Council.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1914-Committee Report 1st House, Substituted No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Fiscal Analysis This bill would amend Chapter 74 of the Human Resources Code to require early parenting skills programs in at least three different geographic areas of the state. The bill would also require that the Children's Trust Fund prepare a report on the extent to which training on child abuse and neglect is provided in Texas. Methodology The Children's Trust Fund already funds seventeen programs across the state that provide voluntary, community-based, early parenting skills programs that meet the criteria of this bill. The agency estimates a cost of $63,915 to meet the reporting requirements of this bill. The agency currently receives federal funds to support community-based child abuse and neglect preventive activities. These funds could be used to meet the requirements of the bill to prepare a report on child abuse and neglect training activities in the state.
