LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 10, 1997 TO: Honorable Irma Rangel, Chair IN RE: House Bill No. 2010, Committee Report 1st House, Substituted Committee on Higher Education By: Wilson House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2010 ( Relating to restrictions on the extension of athletic scholarships or similar financial assistance at public institutions of higher education.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2010-Committee Report 1st House, Substituted No fiscal implication to the State is anticipated. The bill would authorize an institution of higher education from awarding a scholarship, grant, or other financial assistance funded by state revenue to a student on the basis of his or her status as a student athlete if the student athlete met certain grade point average levels. The act would take affect on September 1, 1997 and apply only to scholarships or financial aid awarded after that date. It is assumed for the purposes of this fiscal note that the term state revenue applies only to those funds that are required by law to be deposited into the State Treasury. Because of restrictions included in the General Appropriations Act, Article III Special Provisions, related to intercollegiate athletic programs and athletic scholarships, the provisions of this bill would have no fiscal impact. No fiscal implication to units of local government is anticipated.
