LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 31, 1997 TO: Honorable Irma Rangel, Chair IN RE: House Bill No. 2055 Committee on Higher Education By: Maxey House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2055 ( Relating to prepaid higher education tuition scholarships for needy students.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2055-As Introduced No fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would partially implement Texas Performance Review (TPR) recommendation ED17. The bill would require the Prepaid Higher Education Tuition Board to establish guidelines for receiving money from the private sector for scholarships, including guidelines for accepting contributions, subject to an agreement with the contributor that the funds be used for a scholarship awarded for a specific use or purpose. The bill would also allow scholarships to be funded with public funds, if public funds were appropriated for that purpose, or by any combination of public and private funds.
