Lewis, Chair IN RE: House Bill No. 2059 Committee on County Affairs By: Alvarado House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2059 ( Relating to motor vehicle liability insurance for vehicles operated by peace officers in certain counties.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2059-As Introduced No fiscal implication to the State is anticipated. This bill would require a county over one million population to insure certain law enforcement personnel against liability to third persons operating county-owned vehicles and privately-owned vehicles used for county business or law enforcement duties. Counties over 1.4 million currently must provide such insurance for county-owned vehicles only. Dallas County and Harris County are both self-insured, but the requirement to extend third party liability to privately-owned vehicles could result in higher auto liability claim payments. Tarrant County estimates that the third party liability coverage requirements would cost an additional $50,000 per year.
