LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 14, 1997 TO: Honorable Bob Hunter, Chair IN RE: House Bill No. 2087 Committee on State, Federal & International Relations By: Raymond House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2087 ( Relating to directing the Texas Veterans Commission to determine the need for establishing state cemeteries for veterans.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2087-As Introduced Implementing the provisions of the bill would result in a net negative impact of $(50,000) to General Revenue Related Funds through the biennium ending August 31, 1999. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would require the Veterans Commission to contract with a "qualified consulting firm" to study the need for and the feasibility of establishing a system of state cemeteries for veterans. Fiscal Analysis The study of the need for and feasibility of establishing a system of state cemeteries for veterans would require the consideration of the existence of any federal cemeteries for veterans in the state and the existence of any county cemeteries for veterans established under Section 713.029, Health and Safety Code. The study would also be required to consider whether any state-owned land is suitable for the establishment of a veterans cemetery and the extent to which federal money is available to pay for part of the construction cost of state veterans cemeteries. The Veterans Commission would be required to present written findings of the study to the Governor and the presiding officer of each house of the Legislature before December 1, 1999. Methodolgy The bill would require the Veterans Commission to enter into a contract to study the need for and feasibility of establishing a system of state cemeteries for veterans only if the Legislature appropriates money for that purpose. If the Legislature did not appropriate money for the contract, the Commission "may use" available resources to conduct its own study of the issue.
