In response to your request for a Fiscal Note on HB2258 ( Relating 
to the imposition of taxes or fees in certain water districts.) 
this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by HB2258-Committee Report 2nd House, Substituted
         

No fiscal implication to the State is anticipated.
         

         
 
          
The bill would require an open election to impose a tax or fee 
on a person in any part of a freshwater supply district.  The 
average cost of a local election is estimated to be $0.40 per 
resident, based on survey data from the Texas Association of 
Counties.
