LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 24, 1997 TO: Honorable Steven Wolens, Chair IN RE: House Bill No. 2385 Committee on State Affairs By: Delisi House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2385 ( Relating to the creation of the Health and Human Services Policy Council.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2385-As Introduced The bill would create a new state agency called the Health and Human Services Policy Council. The cost to the state would depend on the staff required to administer the council's responsibilities and on the amount of grants and donations received by the council. Fiscal Analysis This bill would create a new state agency called the Health and Human Services Policy Council (council) to research and analyze health and human service issues. The executive director would be authorized to employ staff necessary to administer the council's responsibilities. The council could accept grants and donations in addition to legislative appropriations. The Sunset Commission would be directed to determine by September 1, 1999 if various health and human service-related state agencies or commissions should remain independent entities and what relationship each agency should have with the council. Methodology The cost to the state would depend on the staff required to administer the council's responsibilities and on the amount of grants and donations received by the council.
