In response to your request for a Fiscal Note on HB2394 ( Relating
to course fees charged for certain courses at public institutions
of higher education.) this office has detemined the following:

Biennial Net Impact to General Revenue Funds by HB2394-As Engrossed

No fiscal implication to the State is anticipated.

This bill would allow the community colleges to charge course
or laboratory fees to veterans for the cost of the training
for truck driving training and pilot training. There are approximately
256 veterans who apply for the exemption for pilot training
each year and 229 for truck driving. The cost to the community
colleges is $742,400 for pilot training and $274,800 for truck
driving. The colleges would be able to collect the fees for
these courses if veterans continue to register for them or forego
the cost if the veterans do not continue to register.
