LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 16, 1997 TO: Honorable Harvey Hilderbran, Chair IN RE: House Bill No. 2482, Committee Report 1st House, Substituted Committee on Human Services By: Smithee House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2482 ( Relating to the establishment of an accreditation program for child-care facilities and child-placing agencies as an alternative to state licensure providing a criminal penalty.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2482-Committee Report 1st House, Substituted No significant fiscal implication to the State is anticipated. The bill would amend Chapter 42 of the Human Resources Code to establish a registration program for child-care facilities and child-placing agencies which are accredited by a private organization that requires compliance with standards that are substantially similar to, or exceed, the state's minimum licensing standards. It would also amend Chapter 43 of the Human Resources Code to authorize child-care administrators to practice without a license if they are accredited by a private organization that has qualifications that are substantially similar to, or exceed, the state's qualifications. According to the Department of Protective and Regulatory Services, current law already exempts from regulation many of the child-care facilities and child-placing agencies that would be eligible for registration under the proposed bill. In addition, the department does not anticipate a significant reduction in workload if the provision relating to child-care administrators is implemented.
