LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 6, 1997 TO: Honorable Harvey Hilderbran, Chair IN RE: House Bill No. 2482 Committee on Human Services By: Smithee House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2482 ( Relating to the establishment of an accreditation program for child-care facilities and child-placing agencies as an alternative to state licensure; providing a criminal penalty.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2482-As Introduced No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Current law already exempts from licensure the following child-care facilities and child-placing agencies: 1) an educational facility serving children in kindergarten or higher that is a member of an organization requiring compliance with standards equal to standards required by state codes, 2) an educational facility offering educational programs for children age five and above that does not provide custodial care for more than two hours per day, and 3) a kindergarten or preschool educational program that does not provide custodial care for more than two hours per day and is operated as part of certain public schools or private schools accredited by the Central Education Agency. Therefore, it is assumed that any additional costs or revenues associated with the new alternative accreditation program for child-care facilities, child-placing agencies, and child-care administrators would be insignificant.
