In response to your request for a Fiscal Note on HB2563 ( Relating 
to limiting the time within which certain water districts are 
required to hold confirmation elections.) this office has detemined 
the following:
         
         Biennial Net Impact to General Revenue Funds by HB2563-As Engrossed
         

No fiscal implication to the State is anticipated.
         

         
 
          
This bill would require all unconfirmed underground water conservation 
districts created by the 71st, 72nd, or 73rd Legislature to 
hold an election on the issue of confirmation within two years 
of this bill's enactment.  A district not holding such an election 
or a district not confirmed by voters would be repealed.

The 
cost of an election would depend on the number of residents 
in a district.  Based on data from a survey conducted by the 
Texas Association of Counties, the median cost of a local election 
has been calculated at $0.40 per resident.  

Although a repealed 
district would have no further authority, it would be required 
to retire any debts incurred.
