                               75th Regular Session

TO: Honorable David Counts, Chair IN RE: House Bill No. 2689
Committee on Natural Resources By: Cook
          House
          Austin, Texas

         FROM: John Keel, Director

In response to your request for a Fiscal Note on HB2689 ( Relating
to estimates of, and delinquent assessments for, maintenance
and operating expenses in certain water districts.) this office
has detemined the following:

Biennial Net Impact to General Revenue Funds by HB2689-As Introduced

No fiscal implication to the State is anticipated.

This bill would revise and make consistent certain laws governing
the assessments levied by water control and improvement districts,
water control districts, and irrigation districts.

No significant
fiscal implication to units of local government is anticipated.
The increase in the imposition of certain interest rates and
penalties on delinquent assessments, along with an increase
in attorney fees, however, would result in increased revenues
for these water districts.
