In response to your request for a Fiscal Note on HB2778 ( relating
to directing payment, after approval, of certain miscellaneous
claims and judgments against the state out of funds designed
by this Act; making appropriations) this office has detemined
the following:
Biennial Net Impact to General Revenue Funds by HB2778-Committee Report 2nd House, Substituted
Implementing the provisions of the bill would result in a net
negative impact of $(4,945,020) to General Revenue Related Funds
through the biennium ending August 31, 1999.

Fiscal Analysis
The bill would make appropriations from the General Revenue
Fund and other funds to pay miscellaneous claims and judgments
against the state.
Methodolgy
The bill identifies various miscellaneous claims items as well
as specific judgment and settlement items. The bill also identifies
an appropriation amount for each of these items.
In addition
to the amounts indicated below, the committee substitute would
authorize certain agencies to pay specific judgments or settlements
from amounts previously appropriated for the 1996-97 biennium
or from amounts to be appropriated by the General Appropriations
Act for the 1998-99 biennium:

The probable fiscal implications of implementing the provisions
of the bill during each of the first five years following passage
