LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 1, 1997 TO: Honorable Steven Wolens, Chair IN RE: House Bill No. 2841 Committee on State Affairs By: Stiles House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2841 ( Relating to conforming the statutes to reflect the abolishment of the office of state treasurer.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2841-As Introduced No fiscal implication to the State is anticipated. The bill would amend various statutes to conform with the abolishment of the office of the State Treasurer and the merger of Treasurer duties with the Comptroller of Public Accounts. The bill would remove obsolete statutory references to the Treasurer and replace them with the Comptroller. The comptroller states that Section 21.02 of the bill would amend the Bingo Enabling Act to make the collection of the Bingo Rental Fee and the Bingo Winner's Fee the responsibility of the Comptroller of Public Accounts. Under current law, the Lottery Commission performs administration, collection, enforcement, and operation of the Bingo Rental Fee and Bingo Winner's Fee. The comptroller estimates that additional staff and equipment would be needed to address the increased workload for processing activities and taxpayer information services. These costs would total $616,968 for fiscal year 1998, which includes funds that would be required to hire temporary programmers for automated system enhancements, and approximately $150,000 every year thereafter. This office assumes that the amendment to Section 21.02 of the bill would not transfer bingo tax/fee collection responsibility to the comptroller and that collection responsibility would remain with the Lottery Commission.
