In response to your request for a Fiscal Note on HB2923 ( Relating
to the establishment of a medical services fee at Texas Southern
University.) this office has detemined the following:
Biennial Net Impact to General Revenue Funds by HB2923-As Introduced
No fiscal implication to the State is anticipated.
Similar annual fiscal implications This bill would authorize
the Board of Regents of Texas Southern University to collect
and levy a medical services fee to operate, maintain, improve
and equip a medical service facility. The fee could not exceed
$35 each semester of the regular term or $17.50 for each term
of the summer session. The fee could not be increased by more
than 10% in any academic year without approval by a majority
vote of the students voting in a general student election called
for this purpose or by a majority of the student government.
If
it is approved by the students, Texas Southern University intends
to charge the maximum fee beginning in fiscal year 1998. It
is estimated that the medical services fee would generate approximately
$628,000 in institutional funds. These fees are auxiliary in
nature and do not affect the state supported educational and
general operations of the university.
No fiscal implication to units of local government is anticipated.
