Because of the potential for legal challenges related to this bill, it is assumed that there are no fiscal implications. The U.S. Court of Appeals for the Seventh Circuit ruled that the third party recovery allowed by the bill conflicts with federal Medicaid law. (Evanston Hospital V. Hauck, et al.
