LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
75th Regular Session
April 7, 1997
TO: Honorable Irma Rangel, Chair IN RE: House Bill No. 2933
Committee on Higher Education By: Coleman
House
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on HB2933 ( Relating
to the establishment of a recreational facility fee at Texas
Southern University.) this office has detemined the following:
Biennial Net Impact to General Revenue Funds by HB2933-As Introduced
No fiscal implication to the State is anticipated.
This bill would authorize the Board of Regents of Texas Southern
University to levy and collect a recreational facility fee to
operate, maintain, improve and equip a recreational facility
or program. The fee could not exceed $50 for each semester
of the regular session or each summer session. The fee could
not be increased by more than 10 percent in any academic year
without approval by a majority vote of the students voting in
a general student election called for this purpose or a majority
of the student government.
If it is approved by the students,
Texas Southern University intends to charge the maximum fee
beginning in fiscal year 1998. It is estimated that the recreational
facility fee increase would generate approximately $975,700
in institutional funds each year. These fees are auxiliary
in nature and do not affect the state supported educational
and general operations of the university.
No fiscal implication to units of local government is anticipated.
