LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session May 15, 1997 TO: Honorable Judith Zaffirini, Chair IN RE: House Bill No. 2984, As Engrossed Committee on Health & Human Services By: Hunter Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2984 ( Relating to the establishment of a pilot program regarding the care, rehabilitation, and education of medically fragile children and their families.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2984-As Engrossed Implementing the provisions of the bill would result in a net negative impact of $(800,000) to General Revenue Related Funds through the biennium ending August 31, 1999. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Fiscal Analysis The bill would require the Board of Health to establish a pilot program to study and research the unique health care, maintenance, education, social, and related needs of medically fragile children and their families in this state. The Board of Health would be required to select a nonprofit private entity to operate the pilot program. Methodolgy The Board of Health would be authorized to provide the entity operating the pilot program a grant in an amount not to exceed $400,000 per fiscal year. The amounts shown below reflect the cost of the grant.
