LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 14, 1997 TO: Honorable Irma Rangel, Chair IN RE: House Bill No. 2993 Committee on Higher Education By: Chavez House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB2993 ( Relating to the authority of a governing board of an institution of higher education to waive certain fees.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB2993-As Introduced No fiscal implication to the State is anticipated. The bill would authorize a board of regents to waive fees if a student could not reasonably be expected to use the services or facilities related to the fee. The waiver could be provided only if it would not affect the institution's ability to meet debt obligations or provide the service. Since these fees are institutional funds and are not a part of the appropriations process, there would be no fiscal implication to the State. It is assumed that the number of waivers granted would not have a significant impact on institutions of higher education. No fiscal implication to units of local government is anticipated.
