LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 28, 1997 TO: Honorable David Counts, Chair IN RE: House Bill No. 3059, Committee Report 1st House, Substituted Committee on Natural Resources By: King House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB3059 ( Relating to the regulation of on-site sewage disposal facilities.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB3059-Committee Report 1st House, Substituted No significant fiscal implication to the State is anticipated. No significant fiscal implication to units of local government is anticipated. Local governments which own their own electric utilities could experience some additional costs associated with this bill's weekly reporting requirement. The bill would require submission of contract and performance bonds for on-site sewage disposal systems to authorized agents, including local governments acting as agents. The bill would allow reasonable fees to be established and collected so that administrative costs for the performance bond program could be recovered.
