Lewis, Chair IN RE: House Bill No. 3190, Committee Report 1st House, Substituted Committee on County Affairs By: Stiles House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB3190 ( Relating to the holding of certain court proceedings outside the municipality designated as the county seat.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB3190-Committee Report 1st House, Substituted No fiscal implication to the State is anticipated. This bill would allow a county to hold all court proceedings, including jury trials, in locations outside the county seat and designate such places as auxiliary county seats. Jefferson County, which is currently constructing a juvenile holding facility outside the county seat (Beaumont), estimates that this bill's enactment could save the county approximately $76,000 in the first year of that facility's operation, and approximately $32,000 per year in subsequent years, since the bill would allow court proceedings to be held directly adjacent to the facility, eliminating the need to transport defendants to the court facilities in Beaumont.
