LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 1, 1997 TO: Honorable Warren Chisum, Chair IN RE: House Bill No. 3231 Committee on Environmental Regulation By: Swinford House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB3231 ( Relating to the consolidation and use of certain accounts and funds of the Texas Natural Resource Conservation Commission.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB3231-As Introduced No significant fiscal implication to the State is anticipated. The bill would consolidate, rename and and repeal certain funds administered by the Texas Natural Resource Conservation Commission (TNRCC). No action of the bill would create additional revenue or change existing statutory dedications. Revenue dedicated for a particular purpose before August 31, 1997 would not be authorized for another purpose by the provisions of the bill after August 31, 1997, although some revenue may be reallocated to a nominally different account. The bill would allow appropriations made by the 75th Legislature, Regular Session, out of an existing fund which is abolished or consolidated by the bill to be made out of the fund or account which is provided for by the provisions of the bill. The bill would take effect September, 1, 1997. The bill does not create, repeal, or alter any state-imposed tax or fee, therefore there would be no fiscal impact on revenue collections. However, some efficiencies should be gained by the TNRCC due to streamlining the number of accounts which have to be maintained and allocated through the financial system.
