LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 23, 1997 TO: Honorable Tom Craddick, Chair IN RE: House Bill No. 3319 Committee on Ways & Means By: Horn House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB3319 ( Relating to the dissolution of certain development districts.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB3319-As Introduced No fiscal implication to the State is anticipated. Fiscal Analysis The bill would require a county commissioners court to order a referendum election on the dissolution of a county development district upon the receipt and certification of a petition to dissolve the district. The bill would also require the commissioners court to order the dissolution of the district upon passage of the referendum. The bill would take effect immediately. Methodology Current law allows dissolution of a county development district, but does not provide for petition and referendum on the question of dissolution of the district. The Texas Association of Counties, the Secretary of State's Elections Division and the Comptroller's Tax Allocation Division were contacted for input on the fiscal impact of the bill. No fiscal impact to a county would be expected other than the cost of holding a referendum election in that county. Local The fiscal impact to local governments would vary depending on which counties would choose to hold referendum elections on the question of dissolution of the county development district.
