In response to your request for a Fiscal Note on HB3428 ( Relating
to financial assistance and related services for victims of
family violence.) this office has detemined the following:
Biennial Net Impact to General Revenue Funds by HB3428-As Passed 2nd House
No significant fiscal implication to the State is anticipated.
The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.
While the bill would make Temporary Assistance
for Needy Families (TANF) grant benefits available to additional
clients, the Department of Human Services believes the impact
would be insignificant. The department assumes that victims
of domestic violence exempted from TANF requirements must be
counted toward the state's 20% hardship exemption.
No fiscal
implication to units of local government is anticipated.
