LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 25, 1997 TO: Honorable Fred Hill, Chair IN RE: House Bill No. 3531 Committee on Urban Affairs By: Ehrhardt House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB3531 ( Relating to funding of the Housing Trust Fund administered by the Texas Department of Housing and Community Affairs and transfers from the Texas Capital Trust Fund.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB3531-As Introduced Implementing the provisions of the bill would result in a net impact of $0 to General Revenue Related Funds through the biennium ending August 31, 1999. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Fiscal Analysis This bill would transfer the funds from the Texas Captial Trust Fund No. 0543 to the Housing Trust Fund. The transfer would occurr at the end of each fiscal quarter if the fund balance is less than $500 million. This bill would take effect September 1, 1997. Methodolgy The estimated lose is based on expected fund balances in Fund 0543. The fund balnce is usually less than $500 million therefore quarterly transfers would be made to the Housing Trust Fund.
