LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session May 5, 1997 TO: Honorable David Counts, Chair IN RE: House Bill No. 3567, Committee Report 1st House, Substituted Committee on Natural Resources By: Raymond House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB3567 ( Relating to the addition of territory to, the board of directors of, and disannexation procedures for the Duval County Conservation and Reclamation District.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB3567-Committee Report 1st House, Substituted No significant fiscal implication to the State is anticipated. The enactment of this bill could result in increased costs to the Duval County Conservation and Reclamation District, since the bill would effectively increase the district's service area. However, such costs are expected to be offset by new revenues generated by fees assessed on new users. The fiscal impact resulting from the City of Benavides or the City of San Diego disannexing from the Duval County Conservation and Reclamation District is not anticipated to be significant, since the bill provides that assets be distributed in proportion to the number of water connections within the boundaries of each entity.
