In response to your request for a Fiscal Note on HJR80 ( Proposing
a constitutional amendment to authorize the legislature to exempt
from ad valorem taxation the property of a neighborhood association.)
this office has detemined the following:

Biennial Net Impact to General Revenue Funds by HJR80-As Introduced

No significant fiscal implication to the State is anticipated,
other than the cost of publication.

The cost to the state
for publication of the resolution is $71,000.

The resolution would propose a constitutional amendment to allow
the Legislature to exempt property owned by a neighborhood association
and used exclusively for the association's purposes. The proposed
constitutional amendment would be submitted to the voters at
an election to held November 4, 1997.

The resolution would have no fiscal impact on units of local
government. However, if enabling legislation were enacted,
there could be a impact on local governments.
