In response to your request for a Fiscal Note on HJR87 ( Proposing 
a constitutional amendment to allow a person who holds the office 
of municipal court judge to hold more than one civil office 
of emolument at the same time.) this office has detemined the 
following:
         
         Biennial Net Impact to General Revenue Funds by HJR87-As Introduced
         
Implementing the provisions of the bill would result in a net 
negative impact of $(71,000) to General Revenue Related Funds 
through the biennium ending August 31, 1999.
         
The resolution would make no appropriation but could provide 
the legal basis for an appropriation of funds to implement the 
provisions of the resolution.

The joint resolution proposes 
a constitutional amendment to allow municipal court judges to 
hold more than one civil office of emolument at a time.  The 
constitution currently does not include municipal court judges 
as one of the officers who may hold more than one civil office 
of emolument.  The joint resolution would require a state-wide 
election on the question of the constitutional amendment.  There 
would be a cost to the state for publication of the resolution.
         
 
Fiscal Analysis
 
The state would incur liability for publication of the resolution 
for a state-wide election.
 
Methodolgy
 
$71,000 is the standard cost for publication of a resolution.

of the bill during each of the first five years following passage

If the resolution passes, it is estimated that there would be 
some savings for cities who share the expense of a judge's compensation 
with other cities.
