In response to your request for a Fiscal Note on SB23 ( Relating
to the boundaries, confirmation election, and taxing authority
of the Clear Creek Watershed Regional Flood Control District.)
this office has detemined the following:
Biennial Net Impact to General Revenue Funds by SB23-As Introduced
No fiscal implication to the State is anticipated.
This bill would extend the time limit for the Board of the Clear
Creek Watershed Regional Flood Control District to hold a confirmation
election from two to three years.
The cost of a confirmation
election would be paid by the district, if the district is confirmed
in the election. If the district is not confirmed in the election,
the four counties with land contained within the District (Brazoria,
Fort Bend, Galveston and Harris) would pay the cost of the election
in equal shares. An election held solely for the purpose of
confirming the Clear Creek Watershed Regional Flood Control
District, an area comprising approximately 250,000 residents,
is estimated to cost approximately $100,000, or $25,000 per
county. The estimate is based on a median local election cost
of $0.40 per resident, as calculated from data collected in
a survey by the Texas Association of Counties. A confirmation
election that could be held in conjunction with elections scheduled
previously in all four counties is not anticipated to add significant
costs.
