LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session January 29, 1997 TO: Honorable Judith Zaffirini, Chair IN RE: Senate Bill No. 57 Committee on Health & Human Services By: Zaffirini Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB57 ( Relating to participation of certain AFDC recipients in the job opportunities and basic skill (JOBS) training program.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB57-As Introduced The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would amend Subsection 31.012(c) of the Human Resources Code to provide that notwithstanding the time limitations in Sections 31.0035(b) and 32.0255, a person receiving welfare (AFDC/TANF) cash benefits who is exempt from participating in the employment services program under this Subsection and who voluntarily participates in the program will be provided with an additional six months of transitional (Medicaid and child care) benefits. No fiscal implications due to implementation of this bill are anticipated because the language conforms with current practice. No fiscal implication to units of local government is anticipated.
