In response to your request for a Fiscal Note on SB58 ( Relating 
to continued participation by certain AFDC recipients in the 
jobs opportunities and basic skill (JOBS) training program.) 
this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by SB58-As Engrossed
         
No significant fiscal implication to the State is anticipated.
         
The bill would make no appropriation but could provide the legal 
basis for an appropriation of funds to implement the provisions 
of the bill.

The bill would add a provision to the Mandatory 
Work or Participation in Employment Activities through the Jobs 
Opportunities and Basic Skills (JOBS)  Program.  The section 
requires the department (Texas Workforce Commission) to allow 
former AFDC recipients who have been participating in the JOBS 
program to complete the work or employment activities even though 
they have become ineligible to receive financial benefits due 
to receipt of child support.  It also requires that the department 
provide the person necessary child care services until the date 
on which the person completes work or employment activities.

Implementation 
may be delayed if a waiver or other federal authorization is 
necessary.  

         
 
Similar annual fiscal implications would continue as long as 
the provisions of the bill are in effect.
          
No fiscal implication to units of local government is anticipated.
