LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session February 4, 1997 TO: Honorable Judith Zaffirini, Chair IN RE: Senate Bill No. 60 Committee on Health & Human Services By: Zaffirini Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB60 ( Relating to parenting skills training for certain AFDC recipients.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB60-As Introduced No significant fiscal implication to the State is anticipated. The bill amends Section 31.0031(d) of the Human Resource Code by adding the word "appropriate" to describe the parenting skills training required for AFDC recipients. The bill amends Section 31.0135(b) of the Human Resource Code by adding the word "appropriate" to describe the parenting skills training required for a caretaker relative or parent who receives financial assistance. The bill also adds a requirement that a parenting skills training program must include one or more components that the Texas Department of Human Services determines will be useful to the caretaker relative or parent. The department already provides parenting skills training to select AFDC recipients, including caretaker relatives and parents who receive financial assistance under Chapter 31 of the Human Resources Code.
