                                   FISCAL NOTE
                               75th Regular Session

TO: Honorable Harvey Hilderbran, Chair IN RE: Senate Bill No. 273, As Engrossed
Committee on Human Services By: Zaffirini
          House
          Austin, Texas

         FROM: John Keel, Director

In response to your request for a Fiscal Note on SB273 ( Relating
to development of a statewide consumer guide for senior citizens.)
this office has detemined the following:

Biennial Net Impact to General Revenue Funds by SB273-As Engrossed

No significant fiscal implication to the State is anticipated.

The bill requires the Comptroller's office to develop and annually
update a statewide consumer guide for senior citizens and to
make it available to the public through the Internet and to
area agencies on aging and other state agencies in electronic
format. The development, publication, and dissemination of
the guide should have no significant fiscal impact on the Comptroller's
budget. To assist the Comptroller in performing this duty,
section 1 of the bill creates an interagency work group composed
of representatives from the Comptroller's office, the Texas
Department on Aging, the Department of Human Services, the Texas
Department of Housing and Community Affairs, and the Health
and Human Services Commission. The guide must contain a directory
of service providers for senior citizens in a format developed
by the interagency work group. The entities whose representatives
are members of the work group must also assist the Comptroller
in developing and updating the guide by taking all action necessary.

Section 2 of the bill directs the Texas Board on Aging
to require area agencies on aging to annually submit current
information to the Comptroller for inclusion in the guide. The
information is to be provided in a format prescribed by the
Comptroller. Area agencies on aging already routinely compile
the information which will be used in the guide.

No fiscal implication to units of local government is anticipated.
