LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session February 10, 1997 TO: Honorable Judith Zaffirini, Chair IN RE: Senate Bill No. 273 Committee on Health & Human Services By: Zaffirini Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB273 ( Relating to development of a statewide consumer guide for senior citizens.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB273-As Introduced No significant fiscal implication to the State is anticipated. This bill requires the Comptroller's office to develop and update a statewide consumer guide for senior citizens and to make it available in print, electronic format, and through the Internet. The Comptroller's office estimates that the development, publication, and dissemination of the guide will have no significant fiscal impact on its budget. To assist the Comptroller in performing this duty, section 1 of the bill creates an interagency work group composed of representatives from the Comptroller's office, the Texas Department on Aging, the Department of Human Services, the Texas Department of Housing and Community Affairs, and the University of Texas at Austin. The entities whose representatives are members of the work group must also assist the Comptroller in developing and updating the guide by taking all action necessary. The Health and Human Services Commission may shift resources between health and human services agencies to facilitate the development of the guide. Section 2 of the bill requires the Department on Aging to assist the Comptroller in developing and updating the guide by requiring area agencies on aging to identify the allocation of agency resources dedicated to supporting the development and updating of the guide. Area agencies on aging already routinely compile the information which will be used in the guide. In addition, this section requires the Department on Aging to adopt standard formats to be used in listing service providers in the guide. No fiscal implication to units of local government is anticipated.
