In response to your request for a Fiscal Note on SB343 ( Relating 
to speed limits for vehicles towing towable recreational vehicles.) 
this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by SB343-Introduced
         
Implementing the provisions of the bill would result in a net 
impact of $0 to General Revenue Related Funds through the biennium 
ending August 31, 1999.
         
The bill would make no appropriation but could provide the legal 
basis for an appropriation of funds to implement the provisions 
of the bill.
         
 
Fiscal Analysis
 
The bill would adjust the speed limits for vehicles towing certain 
trailers on interstate highways and non-interstate systems. 

 
Methodolgy
 
TxDOT estimates that it would need to construct 2 signs for 
each of the 73 points of entry into the state to convey all 
of the speed limit information for the various vehicle classes. 
 
For conventional highways, 60 points of entry would require 
smaller signs, with 2 signs being required per point of entry. 
The estimated cost per sign is $1,750, for a total cost of $210,000.
For 
interstate highways, 13 points of entry would require larger 
signs, with 2 signs being required per point of entry. The estimated 
cost per sign is $5,023, for a total cost of $130,600.

Total 
estimated cost for all signing is $340,600.
The probable fiscal implications of implementing the provisions 
of the bill during each of the first five years following passage 
is estimated as follows:
