In response to your request for a Fiscal Note on SB345 ( Relating
to the requirement that the Department of Protective and Regulatory
Services perform investigations regarding children born addicted
to certain substances.) this office has detemined the following:

Biennial Net Impact to General Revenue Funds by SB345-As Introduced

No fiscal implication to the State is anticipated.

The bill would amend Chapter 161 of the Family Code to authorize
the court to order termination of the parent-child relationship
upon finding that the parent has caused a child to be born addicted
to alcohol or a controlled substance. It would also expand
the definition of child abuse to include causing a child to
be born addicted to alcohol or a controlled substance.

No fiscal implication to units of local government is anticipated.
