In response to your request for a Fiscal Note on SB345 ( Relating
to suits and investigations concerning the parent-child relationship
that involve children born addicted to certain substances.)
this office has detemined the following:

Biennial Net Impact to General Revenue Funds by SB345-Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend Chapter 161 of the Family Code to authorize
the court to order termination of the parent-child relationship
upon finding that the parent has caused a child to be born addicted
to alcohol or a controlled substance. It would also expand
the definition of child abuse to include causing a child to
be born addicted to alcohol or a controlled substance.

No fiscal implication to units of local government is anticipated.
