In response to your request for a Fiscal Note on SB347 ( Relating 
to enforcement by political subdivisions of the National Flood 
Insurance Program; providing a civil penalty.) this office has 
detemined the following:
         
         Biennial Net Impact to General Revenue Funds by SB347-As Introduced
         

No fiscal implication to the State is anticipated.
         

         
 
          
This bill would grant local governments enforcement power with 
reference to development in floodplains if they meet current 
standards of detailed mapping for controlling elevations and 
floodways.  The National Flood Insurance Program (NFIP) community 
Status database indicates that over 600 of 950 local government 
units currently meet or exceed those standards.  Local government 
units not meeting the standard could incur the costs of detailed 
surveys by a qualified entity, such as the Federal Emergency 
Management Association (FEMA).  Current FEMA surveys to detail 
controlling elevations and floodways are billed at approximately 
$5,000 per stream mile.
