In response to your request for a Fiscal Note on SB412 ( Relating 
to maximizing federal reimbursement for certain foster care 
program costs.) this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by SB412-As Introduced
         
The bill would amend Chapter 40 of the Human Resources Code 
to require the Department of Protective and Regulatory Services 
to work with the Health and Human Services Commission to maximize 
federal Title IV-E foster care reimbursements.

The Comptroller 
of Public Accounts estimates that the bill would enable the 
State to collect an additional $2 million per year in federal 
Title IV-E foster care reimbursement for child care provided 
to foster children living in for-profit facilities.

Implementation 
of the bill's provision requiring two state agencies to work 
together to maximize federal reimbursement would not in and 
of itself generate any significant cost or savings for the State. 
 Therefore, no significant fiscal implication to the State is 
anticipated.
         

         
 
Similar annual fiscal implications would continue as long as 
the provisions of the bill are in effect.
          
No fiscal implication to units of local government is anticipated.
