LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 8, 1997 TO: Honorable Rodney Ellis, Chair IN RE: Senate Bill No. 416, Committee Report 1st House, Substituted Committee on Jurisprudence By: Harris Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB416 ( Relating to the enforcement and collection of child support payments.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB416-Committee Report 1st House, Substituted No significant fiscal implication to the State is anticipated. The bill would transfer the responsibility for child support enforcement duties from the Office of the Attorney General to a new commission which the bill would create, the Texas Family Support Commission. The new commission would be composed of six members appointed by the Governor not later than October 1, 1997, and would be the single state agency designated as the Title IV-D agency in Texas. A three-member transition committee, two members appointed by the Governor and one member appointed by the Attorney General, would develop a plan for the transfer to the new commission of the records, property, personnel and unspent appropriations of the Office of the Attorney General that are used by that office to conduct child support enforcement responsibilities. On January 1, 1998, or an earlier date determined by the transition committee, the Child Support Enforcement Division of the Office of the Attorney General would be abolished.
