LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 10, 1997 TO: Honorable Teel Bivins, Chair IN RE: Senate Bill No. 433, Committee Report 1st House, as amended Committee on Education By: Lucio Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB433 ( Relating to the first instructional day of a school year for public school students.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB433-Committee Report 1st House, as amended No fiscal implication to the State is anticipated. The fiscal implication to units of local government is as follows: The bill would have no impact on cash expenditures of a school district. The bill would prohibit instruction for students before September 1 of each year. Districts that have plans to begin the 1997-98 school year before September 1, 1997 could have reduced accounting costs in 1996-97 because of delay in classes starting. If these costs are delayed until the 1997-98 fiscal year, the accounting costs for this period would be posted to 1997-98 and not 1996-97. This would increase accounting costs in 1997-98 There would be no impact beyond the 1997-98 school year. Source: Agencies: 701 Texas Education Agency - Administration LBB Staff: JK ,LP ,DH
