LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session February 28, 1997 TO: Honorable Kenneth Armbrister, Chair IN RE: Senate Bill No. 509 Committee on State Affairs By: Madla Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB509 ( Relating to an administrative fee under an election services contract.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB509-As Introduced Implementing the provisions of the bill would result in a net negative impact of $(175,000) to General Revenue Related Funds through the biennium ending August 31, 1999. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Fiscal Analysis The bill would amend the Election Code to allow the fee charged by a county election officer for general supervision of a election to increase to ten percent of the total amount of the contract, from the current limit of five percent. Methodolgy The Secretary of State estimates that the cost of administrative fees for primary election contracts will be $175,000 in 1998, $220,000 in 2000, and $244,000 in 2002. These estimates reflect the projected increase in registered voters in Texas and the resulting increase in primary election costs. The bill would double these fees.
